Please tell us:
MT version
Which browser do you use? (exact version will be better)
Is it installed locally or on the webserver?
If installed on a webserver, does it works from other computers? how about other Windows 7 computers?
I would imagine that inside your 'mt-config.cgi' movable type configuration file you've provided the 'CGIPath' and 'StaticWebPath' directives with the 'www.' prefix, but you are trying to access the MT Admin URL without the 'www.' prefix, or the other way around.
Access the MT Admin URL in the same format it is provided as 'CGIPath' inside your 'mt-config.cgi' file.
