it work currectly... but if add a new Page in website of mt and publish it again, website main index be active and when add a entry and publish weblog, weblog main index be active
If you use both the website for pages and the blog for entries, then if you have both to publish on the same location, it is normal that the main page is always coming from the last one that published something (the website or the blog).
To avoid, this you could either have the website publish on the root and the blog inside a sub-folder, or you could completely ignore the website and have the blog publish also on the root, but use only the blog for both entries and pages.
Whatever works better for you!
Alternatively, you could keep them as they are, but remove the "Main Index" template from the parent website and keep using the website for pages and the blog for entries and eventually also some other pages...
Then you could provide privileges to any user only to the blog where you would like them to have access to, and what kind of access/privileges you want them to have there.

I first create a weblog and in User Manager Add a user and in "Website URL" field, write address of weblog and then create user.
i test it... work currct and user can log in and manage weblog...
one question: in New User pannel there is a field
" Create personal blog for user "
but is unEnabled...
why?
With a very strong one you could have hundreds, with one based on a few server with load balancing you could have thousands, while on a very slow one you might want to limit to tens in order to not get all the time time out issues...

What you are describing there is confusing!
You could have MT installed at:
/cgi-bin/mt/
Then you could have the parent website publish in the root.
And the child blog publish either on the root as well, or inside a sub-folder called as you like, say "blog".

It is not enabled because very few people would like to have MT create a blog for each and every new user.
