Plugin appears in system's tools but not in blog's tools

I made my first plugin for Movable Type. It's for MT4.
The plugin seems to work. It appears in System > Tools > Plugins but not in other blog.
Is there a trigger or something special to set ?

Hi,

A plugin will only appear in the blog-level plugin list if there are actual blog-level settings you can configure. If there are only system-level settings (or no settings at all) the plugin will only show up in the system-wide list.

Thanks Maarten for the help. Actually it was about converting a theme from MT5 to MT4, so using MT plugin. I found my answers on the developer corners after searching for a while ( in both english and japanese version hehe ). If someone is interested:

So actually there were no issues. I have a last issue with custom fields but I'll create a new ticket.
