Is there any way to use movable type locally and export content to another host as html static files ? I know it will destroy some advantages like search and comments but it is ok. Thanks.

I am also interested in knowing if this is possible but there seems to be a deafening silence
from the publishers of MT on providing a coherent procedure. Not being a nerd I even had to go to http://www.lawver.net/geek/geeked/002212.php
to get a human explanation of how to install MT but have found nothing equally sane re your question.
Not by FTP, as far as I know, but you can use rsync. Read this:
