Very strange issue...I've just upgraded to MT5 and now trying to publish all of my web pages statically, not dynamically. Whenever I publish, it publishes everything dynamically; that is, the status always says that it's generating dynamic links and no static pages get generated.
Under "Settings" for my blog I made sure that both checkboxes concerning Dynamic Publishing are both unchecked. Any thoughts?

Does it not create pages in the first place, or does it not overwrite old pages?
It doesn't create any pages at all. It goes through the process of building all pages in less than 2 minutes, stating that it's creating dynamic links, but those options aren't checked in "Settings."
