I have a blog which uses the "High Priority Static Publishing" profile. After upgrading from 5.01 to 5.02, rebuilding in the background with a cron job doesn't seem to rebuild anything except the index templates. Changes to pages or blog entries are not pushed into the publishing queue. I verified this by running run-periodic-tasks from a command line and seeing the output: only index templates are processed. Newly-created blogs behave the same way as well, which leads me to believe there's something up with 5.02 causing this.
Anyone else seen anything like this or have any suggestions?

Update:
I tried this with a completely clean install of 5.02, and a new database. The problem persists. I've also found that a number of the /tools scripts are crashing with an error that from what I can determine indicates Perl may be misconfigured on the host.
