403 Error When Registering to Comment

Why would I get a 403 error when someone signs up to comment with this URL:

http://www.jamesbow.com/cgi-bin/mt-cp.cgi?__mode=register&blog_id=16&return_to=http%3A%2F%2Fdomain.com%2F2010%2F02%2F04%2Fentry-name.shtml

But get through to the registration fine if I enter this URL:

http://www.jamesbow.com/cgi-bin/mt-cp.cgi?__mode=register&blog_id=16

What am I missing, here?

    Reading similar posts here, I realized that this was a security issue in Hostgator. The problem was solved by opening a support ticket with them. They responded pretty quickly and whitelisted my domain.
