I can't seem to make Trust Commenter "stick." That is, even though I approve a comment, and select Trust Commenter from the "More Actions" menu, the next time that person leaves a comment, I have to re-approve it. I obviously either don't understand how the "Trust Commenter" feature works, or I'm overlooking a setting that controls it.
Can someone explain what "Trust Commenter" keys on? Is it IP address, email address, user name, or does it only work if someone has registered with an "official" identity such as Google or OpenID?

To my knowledge, it only works with officially identified users because aside from IP addresses, you have no way to even begin seriously tracking whether or not two comments with the same name/email are really the same user and that's a problem since spammers often harvest legitimate name/email pairs.
