If one is on the Comment Settings page and one sets a CAPTCHA provider and then one clicks Save Changes does the change take effect immediately?

Also, on the Comments Settings page there's a Commenting Policy entry "Immediately approve comments from". If you want to require a CAPTCHA entry do you say "No one" or is it more correct to say "Anyone" since maybe a different layer enforces CAPTCHA checking?

and it sounds like "Immediately Approve Comments" sounds like it controls whether to hold back a comment for moderation. So then is CAPTCHA usage controlled by template syntax only? Or by template syntax plus selecting a "CAPTCHA Provider"?
