I'm having a similar problem. I have installed FCKEditor, and have installed the RTE Selector plugin. FCKEditor is set up as the system default.

My main admin user account uses FCKEditor, but when I set up new user accounts, FCKEditor will not load in the edit screens. All settings everywhere point to FCKEditor being the default and enabled editor.

I don't know if this is a bug. Just documenting it here in the event someone else runs into this issue.

I have Rich Text Editor Selector 1.1 installed. When I create a new user account, a dropdown menu appears with RTE options. In my case, FCKEditor and MT Default. FCKEditor is selected by default. But when I login with this new user, the MT RTE loads, not FCKEditor. The only way to get FCKEditor to load is to give his user access to Manage Plugins (checkbox at the bottom of the user management screen), then go into the System Plugin management screen, Rich Text Editor Selector settings, and select FCKEditor from there. You can then optionally revoke the Manage Plugins permission from the user. The selection will stick.

As I said, I don't know if this is a bug or not, but it is definitely confusing to have a user profile tell you FCKEditor is selected as the RTE of choice and then have the MT Default RTE load.
