403 error

Hi I installed the MT site but when accessing the url.com I get a 403 error. The back end works and I can submit entries and all. I think I installed the mt-static into the wrong folder. Right now it's in the url.com/mt-static folder. Should it be in this folder instead: public-html/mt-static? I'm using the latest MT as of 6-9-09
