A Widget to Show Recent Commenter's Userpic

I want to design a new widget. It can show recent commenter's userpic and when move the mouse above the pic, the content of the comment will be shown. Below is the code.

But the problem is, if there is a long URL in the comment, part of the comment text shows up instead (or in addition) of the Userpic. How to solve the problem?
