Optimizing Forum Permissions and Notifications - need clarification

Hello Forum,

I am just trying to wrap my head around permissions within the Movable Type Community that is 100% moderated before any topics/comments are added. Is there a way to send notifications of new Topics and Comments to blog moderators, but eliminate the notification of Topic specific comments between members? Essentially I am looking to send all email notifications *only* to the community administrators and not to any members of the actual community.

Also, based on my understanding if you are moderating all comments/topic posts within a community you also will receive notification of any new members that join your community. Is there any way to turn off this notification?
