Publishing time-out problem

I'm having the problem described in this post across 3 different MT installs - all version 4.23.

I see that the one response to this post mentions enabling module caching. Where do I enable that?

And is there any other cause / solution for this problem?

    Preferences->Publishing Settings to enable module caching in general. Then you have to go into each widget and module and enable caching on each one that you want cached. Play around with that until you have caching enabled in a way that meets your needs. You should also consider enabling the publish queue for most of your index templates and archives.
