how does 'link to file' work behind the scenes ?

i’d like to make a plugin/script that will just take all the existing templates, and export/link them to files ( in the structure of Section/TemplateName.tmpl )

does anyone have a clue how this could work ? i don’t quite understand how/where MT stores this info. i mean, i know its in the mt_template table , but that whole system seems patched together and messy.
