Hi jerm! Let me rephrase your question to make sure I understand:
For the first one, you can create a new account for a user from the back end by going to System Overview > Users and clicking on 'Create New User'. After creating the new user, you'll have to give them the 'Contributor' role for the blog(s) they'll be interacting with.
For combining multiple accounts, there is no good/easy way to do it. I would suggest you disable the accounts the person no longer uses and transfer their entries with Ghostwriter. I don't know of a plugin for transferring recommends or comments, but I'd love to see one if any community members are up to it. :)
