Installing won't start after uploading files

Hi,

Started today to create a movable type blog. Downloaded the software and uploaded it to my website/ftpsite. Now, starting up it won't start the installing wizard.

I did change the rights, but no change. The error I receive in IE and Mozilla: - Header: HTTP 403 forbidden - additional info: This website requires you to log in/The website declined to show this webpage

My site is hosted with hostingdiscounter in the Netherlands. Check www.pieneman.net/mt

Hope someone can help me get this site running.
